Bill and Joy Winebarger formed H.O.R.S.E.S. Inc. in August 2005 after seeing an article and a TV show about theraputic horseback riding. After performing some research, they noticed there was no center in the Western, KY area. H.O.R.S.E.S. Inc. was born.
